UC Irvine Extension Introduces 'Regulatory Permitting and the Development Process'.


Seminar Helps Participants Navigate the Complex Maze of Permitting and Consultation Requirements

IRVINE, Calif. -- UC Irvine Extension is offering a new seminar entitled, "Regulatory Permitting and the Development Process," which helps participants understand the complicated maze of permitting and consultation requirements which often affect natural and cultural resources, requiring involvement with a host of agencies, and compliance with state and federal environmental laws. The one-day class will be held on Wednesday, February 28 from 9:00 a.m. to 4:30 p.m. at the UCI UCI University of California, Irvine

The new seminar caters to professionals who coordinate the environmental permitting and consultation requirements for projects subject to California Environmental Quality Act The California Environmental Quality Act (CEQA) is a California law (California Public Resources Code section 21000 et seq.) passed in 1970, shortly after the Federal Government passed the National Environmental Policy Act.  (CEQA CEQA California Environmental Quality Act of 1970 ) and National Environmental Policy Act (NEPA). Participants will gain an understanding of the laws and regulations that apply to land use projects that impact wetlands, streams, and other waters; endangered species endangered species, any plant or animal species whose ability to survive and reproduce has been jeopardized by human activities. In 1999 the U.S. government, in accordance with the U.S. ; historic resources; and water quality.

The seminar will include lectures, discussion sessions and a question and answer session with regulatory professionals. Upon completion of the seminar, participants will be able to:

* Determine which local, state and federal agencies need to be consulted for project review and permits

* Describe the regulatory background and the procedural and substantive requirements of the primary permitting and consultation programs

* Integrate various environmental compliance requirements Compliance requirements are a series of directives established by United States Federal government agencies that summarize hundreds of Federal laws and regulations applicable to Federal assistance (also known as Federal aid or Federal funds).  

* Reduce the time and cost of preparing environmental documents and implementing projects

Essentially speaking, while urban planners have traditionally factored in economic development, transportation, sanitation, and other  and natural resource management. Bogdan specializes in analyzing issues regarding compliance with environmental laws and regulations at the state and federal levels.

"This seminar will review the history and common problems of regulatory permitting during the development process and how to integrate this with CEQA and NEPA compliance," said Kenneth Bogdan, course instructor at UC Irvine Extension. "There have been some recent changes to certain regulatory processes and participants will learn how the changes affect the time and cost of preparing and submitting the necessary documents."

Also teaching the seminar will be Shelah Riggs, MS, a senior regulatory compliance specialist with Jones & Stokes. She has extensive experience in regulatory permitting and has conducted numerous wetland and streambed streambed
