 Act, which had been enacted after they were convicted, brought a [section] 1983 action challenging the constitutionality of the Act. The district court granted summary judgment to the defendants and the offenders appealed. The appeals court reversed and remanded, finding that the Act resulted in the imposition of punishment, in violation of the ex post facto ex post facto adj. Latin for "after the fact," which refers to laws adopted after an act is committed making it illegal although it was legal when done, or increases the penalty for a crime after it is committed. Such laws are specifically prohibited by the U. S.  clause when the Act was applied retroactively ret·ro·ac·tive  
adj.

. The Act required convicted ex offenders to register with law enforcement authorities and permitted public disclosure of the information in the sex offender registry. The court held that when a legislature plainly states its intent that a statute is not punitive, courts may reject the legislature's manifest intent and find that the statute is in fact punitive.
