USJFCOM Project Leader Lieutenant Commander Steve Fahey's conference paper "Joint Command and Control on the Move" is based on the C2OTM project, used by the United States Army United States Army Major branch of the U.S. military forces, charged with preserving peace and security and defending the nation. The first regular U.S. fighting force, the Continental Army, was organized by the Continental Congress on June 14, 1775, to supplement local V Corps when deployed as Multi-National Corps-Iraq (MNC-I MNC-I Multi-National Corps - Iraq ) in Operation Iraqi Freedom. According to LCDR Fahey, the Accelerators enable the C2OTM network "to reach back and pull Common Operational Picture (COP) and have a live COP...to reach back and pull imagery ...to have an InfoWorkSpace collaborative session, a VTC ... make phone calls... all simultaneously and do it across three different networks."(1) C2OTM uses Expand Accelerators to dramatically increase network throughput, speed and application responsiveness across multiple classified and unclassified communications networks. The bandwidth efficiency delivered by the Expand Accelerators also results in significant cost savings by making network operations "cheaper . . . and significantly faster."(2) The Expand Accelerators deliver multiple, scalable optimization services as part of the C2OTM terminal equipment design. They provide fully interoperable TCP acceleration, based on the SCPS standard (www.scps.org), to overcome the inefficiency of high-latency satellite circuits and enable the use of nearly 100 percent of the subscribed service. The multi-service platform also performs content compression, automatic packet aggregation and packet loss recovery to maximize satellite channel efficiency and increase effective bandwidth throughput by 400 percent. The Accelerators' integrated Quality of Service (QoS) is used to control and prioritize real-time traffic, such as voice and video.
