``It's always much better to spend a little bit of money up front to prevent flooding than to spend a lot after the flood damage has occurred,'' McKeon said in a statement.

The city will contribute $2.4 million for the project.

The flooding problems in the Live Oak Springs Canyon area came to the community's attention in 1992, said David Foy, press secretary for McKeon. This year's storms also created problems in the area, he said.

``Right now, there's not a good drainage system there,'' Foy said. ``This would create a drainage system.''
