The EPA's competency management system Competency Management Systems (CMS) are a direct evolution of the Learning Management System (LMS). The LMS is typically a web-based tool that allows access to learning resources.  enables workers to advance their careers through personalized development and assessment plans that align with organizational initiatives, as well as employee career goals. Based on the Office of Personnel Management's (OPM See Oracle Process Manufacturing. ) mandated competency model, the EPA's competencies integrate with Plateau's Performance applications. Using Plateau to document and assess competencies will enable senior EPA managers to better align and support employee training and development in the face of scarce and declining resources.

As part of the initial phase of the project, the EPA is also rolling out Plateau 360 Multi-Rater, which allows the Agency to better target development activities by collecting feedback from employees and their respective supervisor(s). The EPA can tailor these assessments to expand coverage and participation, resulting in more precise development activities and a more productive workforce.
