U.S. EPA SEEKS $21.8 MILLION IN CHEMICAL FINES IN CALIFORNIA

 SAN FRANCISCO, Sept. 30 /PRNewswire/ -- The U.S. Environmental Protection Agency (U.S. EPA) today filed orders against 23 companies nationwide seeking penalties of $25 million for violations of the Toxic Substances Control Act (TSCA). The largest proposed fine in the nation is for $17 million against Chevron Corp. (NYSE: CHV), San Francisco.
 U.S. EPA charges that Chevron manufactured and imported six different chemicals without receiving pre-approval from the agency. Chevron voluntarily reported the violations.
 "Self-reporting requirements are integral to the control of toxic substances, and to the success of all environmental laws. Reliable information is one of the most powerful tools we have to protect human health and the environment," said EPA Administrator Carol Browner. "That's why EPA is committed to vigorous enforcement of the reporting requirements of TSCA and all other environmental statutes."
 TSCA requires all manufacturers and importers of new chemical substances to notify U.S. EPA before beginning chemical manufacture or import. This provides the agency with an opportunity to evaluate the potential risks of new chemicals and to make decisions about whether to restrict manufacture or import.
 The agency is seeking penalties against two other companies operating in California as part of this national initiative.
 U.S. EPA is seeking $4,780,000 from Stepan Co. Inc. for manufacturing three chemicals at its plants in Anaheim, Calif., or Winder, Ga., without receiving pre-approval from the agency. The violations were discovered by U.S. EPA inspectors. The agency is seeking $48,750 from Henkel Adhesives Corp., Hayward, Calif., for manufacturing and importing one chemical without pre-approval. The company voluntarily disclosed the violations.
 The companies have 20 days to request a hearing on the charges.
