The report also shows that Ninth House courses support all core qualifications listed by the U.S. Office of Personnel Management. The report is the result of the compilation of two years of data, which the DOJ collected to evaluate Ninth House courses and simulations.

One part of the report compared the cost and time-away-from-work with a comparable instructor-led course. Their conclusion: per course, Ninth House e-Learning saved $2,489 and 34 hours of employee work time per person over the two-year period. The report went on to specify cumulative savings of $2.6 million and 7 work years from using e-Learning instead of instructor-based classes over the same period. Additionally, 1,069 employees completed the Situational Leadership and Self Management training using Ninth House, 10 times the number who received similar instructor-led training in the same time period. When compared to traditional classroom training, the report showed a time savings of 69 work years for the 4,437 Ninth House courses taken by Department of Justice employees during FY 2001-FY 2002.

The report also analyzed the applicability of Ninth House courses to federal agencies. Ninth House courses were compared with the Office of Personnel Management's (OPM See Oracle Process Manufacturing. ) core qualifications and found to support them across the board. OPM core qualifications are required for senior level managers at every federal agency, including the Department of Justice, and include categories such as leading change, leading people, being results driven, business acumen acumen Astuteness, perception, perspicacity , building coalitions, and communications. In addition, the report noted that "most Ninth House courses are valuable for federal employees at all GS (government service) levels," so these courses can be taught throughout the organization easily and efficiently.

Finally, the study incorporated evaluations performed across Department of Justice components. Cross-division surveys completed from October 2000 to June 2002 showed that an overwhelming majority of employees cited Ninth House as "equal or superior to classroom training" and an even higher percentage agreed that Ninth House courses were "equal or superior to other computer-based, CD-ROM CD-ROM: see compact disc.
