U.S. Department of Energy names permanent manager for Oakland Operations Office.


OAKLAND, Calif.--(BUSINESS WIRE)--July 28, 1995--The U.S. Department of Energy has announced that Dr. James M. Turner is the new permanent manager of its Oakland Operations Office in Oakland.

He has been acting manager since Nov. 6, 1994. He first joined the Oakland Operations Office from Washington as deputy manager in September 1994.

"I am looking forward to the challenges presented by this management opportunity and I am very pleased I will be able to continue building additional partnerships with the Oakland community," Turner commented.

As manager, Turner will be responsible for 440 federal employees in an office with an annual budget of nearly $1.6 billion dollars. The principal mission of the Department's Oakland Operations Office is the management of the federal research and development contracts for the Lawrence Livermore National Laboratory Lawrence Livermore National Laboratory: see Lawrence Berkeley National Laboratory.

The Stanford Linear Accelerator Center (SLAC) is a United States Department of Energy National Laboratory operated by Stanford University under the programmatic direction of the U.S.
, and the Energy Technology Engineering Center near Simi Valley, Calif.

In addition, the office is responsible for a number of research and development programs and projects in basic energy research, environmental restoration and waste management, magnetic fusion energy, national security, biomedical research, and nuclear energy. The office oversees many active technology transfer research and development agreements utilizing technologies developed by its laboratories.

Since 1988 and prior to his transfer to California, Turner had been serving as director of the Office of Weapons Surety in the department's Washington headquarters, where he had primary responsibility for the nuclear explosive and weapons safety program. Starting in 1991, he concurrently served as Deputy U.S. Negotiator for the Safe, Secure Dismantlement of Nuclear Weapons in the Former Soviet Union (FSU FSU Florida State University

). He has been with the Department of Energy since 1977 in increasingly responsible positions.

Prior to joining the department, Turner was an associate professor of Physics and Engineering at Morehouse College in Atlanta and an assistant professor of Physics at Southern University, Baton Rouge, La.
