Founded in 1890, it existed in Oklahoma Territory near Indian Territory 17 years before the two became the state of Oklahoma. with a B.S. in physics and mathematics and an M.S. in management from the Naval Postgraduate School The Naval Postgraduate School is a graduate school operated by the United States Navy. Located in Monterey, California, it grants primarily master's degrees plus some doctoral degrees to its students, who are mostly active duty officers from U.S. and foreign military services. . He is Level III certified in program management. Mullins previously served as the deputy director for plans, programs and resources under the DASA (plans, programs, and policy) at Headquarters Department of the Army. He has a wealth of operational field experience serving as the program executive office representative for Armaments and Global Combat Support Systems/Ground Combat Systems. He also completed a 20-year military career serving as a field artillery officer at numerous command and staff positions.
