Turbodyne Announces New Appointments.

WOODLAND HILLS, Calif.--(BUSINESS WIRE)--Oct. 27, 1999--

Turbodyne Technologies Inc.'s (EASDAQ:TRBD) newly elected chairman of the board of directors, Professor Dr.-Ing. Peter Hofbauer, who chaired the meeting of the board on Oct. 22, 1999 for the first time, implemented a team of successful managers in the car industry at Turbodyne.

The board of directors appointed in this meeting Dr.-Ing. Friedrich Goes as a member of the board of directors and Gerhard E. Delf as chief executive officer of Turbodyne Technologies Inc. Prof. Hofbauer commented, "The appointments of Dr. Goes, a long-time colleague of mine, and of Gerhard Delf are steps in building a fine team of industry professionals with whom I have worked throughout my career, in pursuit of Turbodyne's corporate strategy."

Dr.-Ing. Friedrich Goes pursued a distinguished career with Volkswagen AG for 32 years. He worked in the research and development divisions in Germany, the U.S.A. and in Spain, for the last 25 years as general manager for passenger car test and development and corporate engineering planning. For eight years he was a member of the board of directors and executive vice-president for product engineering at Volkswagen/SEAT in Spain and Volkswagen/Volkswagen of America in the U.S.A.

After retiring from Volkswagen AG, Dr. Goes served for two years as a member of the board of directors, responsible for product development and engineering, at EDAG, a leading German company for automobile design and engineering. Since 1994 he is working as an independent engineering and management consultant, mainly serving Arthur D. Little, Inc. as senior advisor in automotive engineering projects. Dr.-Ing. Friedrich Goes received his doctorate from the Institute of Automobile Technology (IfF) at the Technical University of Braunschweig, Germany, where he had studied mechanical engineering, specializing both in automotive and piston engine technology.

In order to maximize management efficiency, further streamline lines of reporting and pursue the corporate priorities, the transition on the executive level was addressed at the same time. In his new position as chief executive officer of Turbodyne Technologies Inc. Gerhard Delf will continue in his position as Turbodyne's Executive Vice President Dynacharger(tm) OEM Programs which he has already held for more than one year.

Gerhard Delf pursued his career with Volkswagen AG and Volkswagen of America for 20 years, where for the last 12 years he held the position of chief engineer for powertrain and emissions. He was responsible for product engineering and introduction to production for gasoline and diesel engines, manual and automotive transmissions, and engine and transmission controls. Prior to this, Mr. Delf was manager for United States Emission Certification and principal engineer for electronic fuel injection and U.S. emission controls.

In addition to his day-to-day duties, Gerhard Delf has been an advisor to the United States National Research Council on Combustion Engine Technology and Energy Utilization and served as a member of the Motor Vehicle Council of the Society of Automotive Engineers. He has also been an expert testimony advisor for the United States Senate, the California Energy Commission, the United States Environmental Protection Agency and the California Air Resources Board, on proposed emissions and fuel economy regulations, as well as advanced engine technologies. Mr. Delf had joined Turbodyne in 1998.
