Following "Investing in Trust: Nuclear Regulators and the Public" and "Building, Measuring and Improving Public Confidence in the Nuclear Regulator" the Committee on Nuclear Regulatory Activities of the OECD Nuclear Energy Agency organized a third workshop in 2007 on the interface between regulatory authorities and the public, focused on the issue of transparency of nuclear regulatory activities, the proceeding of which are presented here. After the opening addresses from a representative of the Nuclear Safety Research Association and top officials from the Japanese Ministry of Economy, Trade and Industry; the Nuclear Energy Agency; and the Japanese Nuclear and Industrial Safety Agency, 39 presentations are organized into sections addressing: understanding transparency, stakeholder expectations regarding transparency, conditions for ensuring transparency, changing regulatory practices for ensuring transparency, methods for evaluating transparency, and issues arising from the September 1999 nuclear accident at Japan's Tokaimura uranium reprocessing facility.
