Traffic jams not fixed.


Regarding the Jan. 30 Comment column ("Light Foot on the Tax Pedal") in which Charles Crumpley argues that we should be cautious about raising gasoline taxes to pay for new roads because gas taxes already are high in California:

We have more than plenty of gasoline taxes. But they hardly ever get spent to benefit motorists by reducing perennial traffic jams.

The state agency that allocates all transportation funding is the California Transportation Commission. Unfortunately almost none of the members represent any transportation users, and especially motorists. They are looking after other interests for the billions of dollars they divert from good road projects.

Moreover, the CTC CTC - Cornell Theory Center  does not target the worst traffic jams. Caltrans rates every freeway segment on a scale of A to F with regard to congestion The condition of a network when there is not enough bandwidth to support the current traffic load.

. CTC does not allocate any of the money on this scale.

Major action is needed to rearrange the CTC membership to require representation of users. Otherwise it will just be another obstructionist ob·struc·tion·ist
