But they hardly ever get spent to benefit motorists by reducing perennial traffic jams. The state agency that allocates all transportation funding is the California Transportation Commission. Unfortunately almost none of the members represent any transportation users, and especially motorists. They are looking after other interests for the billions of dollars they divert from good road projects. Moreover, the CTC CTC - Cornell Theory Center does not target the worst traffic jams.
