1993: The "don't ask, don't tell" policy is crafted by Congress and signed into law by President Bill Clinton. The Servicemembers Legal Defense Network The Servicemembers Legal Defense Network (SLDN) is a non-profit legal services, watchdog, and policy organization in the United States. SLDN is dedicated to ending discrimination and harassment of gay and lesbian U.S.  forms to support gay soldiers.

 in the military. An Anti-Harassment Action Plan is issued but not fully implemented.

2001: Discharges under "don't ask, don't tell" reach an all-time high of 1,273.

2003: Two retired generals and an admiral come out as gay and condemn To adjudge or find guilty of a crime and sentence. To declare a building or ship unsafe for use or occupancy. To decide that a navigable vessel is a prize or is unfit for service.  "don't ask, don't tell." A CNN/USA Today/Gallup poll finds that 79% of Americans believe gays and lesbians should be allowed to serve openly in the military.
