Thunder Bay Thunder Bay, city (1991 pop. 113,946), SW Ont., Canada, on Thunder Bay inlet of Lake Superior. The city was created in 1970 by the amalgamation of the twin cities of Fort William and Port Arthur and two adjoining townships.  Mayor Lynn Peterson Lynn Peterson was elected as the second woman to become mayor of the city of Thunder Bay, Ontario on November 10, 2003.

Prior to becoming Mayor, Lynn Peterson served three years as a Member of Council and had nearly 20 years of community service.
 is convinced that the city is poised to adjust to new economic realities under its new council, despite recent budgetary challenges.

 Peterson, the new city council has developed ideas for 46 specific projects and goals in the first 128 days of its life.

Their plan involves the setting of specific concrete goals and dates that council must meet. For example, by May 2004 council had to develop a detailed economic development strategy, in consultation with industry leaders, organized around four clusters of activity: education and knowledge creation, transportation, forestry, and tourism. By October, council will develop a list identifying all the major obstacles to business retention faced in the community. Council also approved initiatives that looked at how to improve business licensing and how to fast-track the planning process. The city is also working on developing a corporate investment policy.

At the regional level, Peterson says she is ready to co-operate with other northern municipalities. To achieve prosperity, however, she insists that communities work with FONOM FONOM Federation of Northern Ontario Municipalities (Canada)  and other regional bodies.
