Three years after the reorganization: TEI members find many ways to interact with the IRS.

members have found several ways in which to communicate their concerns to the IRS's Large and Mid-Size Business Division. At the national, industry, regional, and local levels, TEI members are discussing a wide range of issues, ranging from the taxation of financial products to alternative dispute resolution Procedures for settling disputes by means other than litigation; e.g., by Arbitration, mediation, or minitrials. Such procedures, which are usually less costly and more expeditious than litigation, are increasingly being used in commercial and labor disputes, Divorce  techniques. Thus, although the titles may have changed, TEI's members are finding innovative ways to remain in contact with LMSB LMSB Large and Mid-Size Business  personnel at all levels of the organization.

At the national level, TEI's Executive Committee, committee chairs, and senior staff continue to meet regularly with IRS representatives. The highlights of this liaison activity are TEI's annual liaison meetings with LMSB Commissioner Larry Lar´ry

Industry Points of Contact

The formation of the LMSB Division--with its five industry groups--presented particular challenges in the liaison area. Two years ago, in response to requests the Institute received from several IRS design teams, TEI's IRS Administrative Affairs Committee (with the cooperation of LMSB) established a "point of contact" structure to facilitate interaction between TEI and the industry groups. TEI encourages LMSB to use these national contacts as the conduit conduit /con·du·it/ (kon´doo-it) channel.

The TEI contacts direct LMSB requests to the appropriate TEI resource and solicit input from TEI members (e.g., by postings on TEI Online or through emails to committee members). For LMSB, the points of contact are the Industry Director and the Senior Industry Adviser. In the last 18 months, TEI has worked with the LMSB Industry Groups to hold meetings to discuss specific industry-focused issues. TEI Chapters generally host these meetings. Thus, TEI's New York New York, state, United States

These forums address technical issues in a timely manner and give TEI members (and others) an opportunity to network with LMSB personnel.

Regional Liaison

At the regional level, TEI's Regional Vice Presidents continue to coordinate liaison meetings with a cross section of LMSB representatives, including representatives from the National Office and each of the LMSB Industry Groups. These TEI officers set up regional meetings and work with the Chapters within their region to solicit questions and prepare agendas for the meetings. TEI's national points of contact can act as a resource the TEI vice presidents by facilitating the sharing of agendas, topics, meeting minutes, etc., for regional meetings. The minutes of these meetings are regularly published in The Tax Executive.

LMSB has designated a Director of Field Operations as a point of contact for each TEI Regional Vice President. Those contacts are listed in the accompanying ac·com·pa·ny

Chapter Liaison

Finally, TEI Chapters continue to reach out to the IRS and have not abandoned their popular "IRS Nights." Rather than meeting with the closest District Office representatives, however, these Chapters are creating new networking opportunities by seeking out IRS local and National Office representatives who may have a more industry-focused perspective.

An LMSB Territory Manager has been designated as a point of contact for each TEI Chapter. Those contacts are listed in the accompanying chart.

Given the wide variety of ways in which TEI members are interacting with the IRS, it is often difficult to get our arms around the extent of the liaison activities. In response to a request form LMSB, the committee is working on the establishment of a clearinghouse clearinghouse

through which TEI Chapters and Regions can share their knowledge and experience planning TEI/LMSB liaison meetings, including potential LMSB speakers, topic ideas, and agendas. Committee vice chair Mark Silbiger has been asked to develop a process for collecting that information. Mark has already contacted Regional Vice Presidents and Chapter Presidents to learn about their plans for the upcoming year. We ask that you provide him with your feedback. By working together, we can strengthen TEI's already-strong liaison activities with all levels of LMSB.
