* Meister Publishing Co., Willoughby, Ohio, acquires Florida Grower & Rancher magazine and Florida Grower's Ornamental Outlook.

* Vance Publishing Corp., Lincolnshire, Ill., purchases Cotton Farming, Custom Applicator, Rice Farming, and Soybean South from Little Publications Inc., Memphis, Tenn.

Twenty Years Ago

* The John Volk Co., Chicago, recently introduced the "51st State" campaign for High Plains Journal, Dodge City Dodge City, city (1990 pop. 21,129), seat of Ford co., SW Kans., on the Arkansas River; inc. 1875. The distribution center for a wheat and livestock producing area, it also packs meat and makes agricultural implements. Laid out in 1872 near Fort Dodge (1864) on the old Santa Fe Trail, it flourished as a Santa Fe railhead and became a wild cow town; Wyatt Earp and Bat Masterson were among those who helped to curb lawlessness., Kan., to redefine the regional magazine's coverage.

* Kenrick Advertising Inc., St. Louis, promotes Clancy Strock from vice president, associative creative director to senior vice president, creative director.

* Todd Henderson joins Miller Meester Advertising Inc., Minneapolis, as an account executive for American Cyanamid Co. and IMC Corp. Henderson was previously at Fletcher/Mayo/Associates Inc., St. Joseph, Mo.

* Mike Minford joins Union Carbide as communications project manager of an in-house communications services group. Minford formerly served as an account supervisor at Bader Rutter & Associates Inc., Brookfield, Wisc.

* American Cyanimid appoints Monty R. Summa as marketing manager for Counter.
