Third developer offering $700M for rail yards site.

TransGas Energy Systems entered the bidding war for Hudson Yards this week, offering the MTA (1) (Message Transfer Agent or Mail Transfer Agent) The store and forward part of a messaging system. See messaging system.

$700 million for the air rights to the site and topping Cablevision's proposal of $600 million for a mixed-use development Mixed-use development refers to the practice of allowing more than one type of use in a building or set of buildings. In planning zone terms, this can mean some combination of residential, commercial, industrial, office, institutional, or other land uses.  on the site.

The MTA released its formal bid guidelines and Request for Proposals for the development rights over the West Side Rail Yards February 22, saying it would not consider bids that require a change in current zoning for the site. "The goal is a disposition of the air rights over the entire site in a manner that will maximize the economic benefit to MTA for improvement of the public transportation facilities and functions of the MTA at the least economic and environmental risk to MTA," said MTA RFP (Request For Proposal) A document that invites a vendor to submit a bid for hardware, software and/or services. The Jets already have zoning approval, as well as an approved environmental impact statement that was conducted on the entire 59-block area. Another bidder would also be completely responsible for an additional EIS (1) (Executive Information System) An information system that consolidates and summarizes ongoing transactions within the organization. TransGas Energy Systems President Adam Victor, said the company is not necessarily seeking to build on the site, but it's willing to pay the huge amount for the property if the MTA agrees to sign a 20-year contract with TransGas to provide the energy it needs to run its trains.

However, as part of TransGas's deal, the city would also have to approve a 1,100-megawatt cogeneration facility on the East River between the Greenpoint and Williamsburg's North Side sections of Brooklyn, which thus far has not been forthcoming.

Victor also said he would also open the door to negotiations with either the Jets or Cablevision for further development of the Hudson Yards.

Cablevision had no comment, but the Jets scoffed at the latest bid. "We have descended from the sublime to the ridiculous," said spokesperson Marissa Shorenstein.

On February 24, elected officials, transit advocates and West Side community leaders demanded a fair bidding process for the yards, calling on Mayor Bloomberg and Governor Pataki to provide adequate zoning for mix-use development and to eliminate the $600 million in public subsidies offered in the Jets' bid but not to the other bidders.

John Raskin, spokesperson for the Hell's Kitchen/Hudson Yards Alliance said, "The Governor and Mayor must indicate a clear, unequivocal willingness to enable development to the site's highest and best use. Anything less would be a stacked deck in favor of the Jets, and would make a sham False; without substance.
