However, while organizations are required to report fundraising costs on the Form 990, the standards for reporting are often inconsistently in·con·sis·tent adj. 1. The Fundraising Effectiveness Project used the idea of retention as the core of its effectiveness measure. The study looks at both dollars and donors. If a donor gave $100 one year there is an expectation for a gift of $100 in the next. If this happens, there is no net gain and the donor is classified as "same." If the donor gives more, that is considered an upgraded gift and if the gift amount is less it is a downgraded gift. A new donor is one who made a gift in the current year but not previously. Lapsed repeat donors are individuals who made gifts last year and previously but not this year. Lapsed new donors made their first gift last year but did not make a contribution this year. For the FEP survey, success is measured as the net gain or loss in each category. According to the survey report, "The Fundraising Effectiveness Survey measures fundraising performance not only in terms of overall percent increase or decrease in gift dollars and donors, but drills down to assess the impact of new donor recruitment recruitment /re·cruit·ment/ (re-krldbomact´ment) 1. the gradual increase to a maximum in a reflex when a stimulus of unaltered intensity is prolonged. 2. , recaptures and upgrades as well as the individual effect of downgraded and lapsed donors."
