The WCAR and its implications for women in developing countries.Imagine a town -- any town, anywhere in the world. It has a main highway, several major cross. streets and then a dozen other streets crossing those. Let's name the streets -- give the street names a theme. In this case, let's use different types of oppression. The Main highway is "Racism Roads". One cross street might be Colonisation Causeway, then Patriarchy Street, Religion Road, Slavery Street, Culture Cul de Sac CUL DE SAC. This is a French phrase, which signifies, literally, the bottom of a bag, and, figuratively, a street not open at both ends. It seems not to be settled whether a cul de sac is to be considered a highway. See 1 Campb. R. 260; 11 East, R. 376, note; 5 Taunt. Intersectionality is what occurs when a woman from a developing country or a minority group tries to navigate the main crossing in the town. (This example was given by a black American law professor in the Women's Caucus at the World Conference Against Racism The World Conference against Racism (WCAR) are international events organized by the UNESCO in order to struggle against racism ideologies and behaviours. Three conferences have been held so far, in 1978, 1983 and 2001. , Durban, 2001). Intersectionality was the theme of the Women's Caucus at the NGO NGO abbr. nongovernmental organization Noun 1. above all, most especially we ignore the gendered nature of racism and the many ways of which this impacts on the lives of women in the world. Racism contains layers and layers of oppression. Women experience these many layers and the major message from the WCAR was that if we are to address the problem, then it has to be addressed in its complexity -- there is no easy answer. What was exciting at the NGO forum was to see the great steps women from across the world have already taken at this level of analysis. In the months leading up to the Durban meeting and at the many preparatory meetings around the world, women had been unpacking this complex puzzle and identifying many dimensions. The meetings of the Women's Caucus at the NGO Forum were incredibly well attended and people had come prepared, bringing their many different experiences of racism, and their suggestions for action. The challenge from the NGO Forum was to reduce these down to the few short sentences and paragraphs which we would try and get into the WCAR Declaration and Program for Action. These are the documents which governments finally signed against and which we can use as our major lobby documents at home. In these documents, governments made commitments to act to address many aspects of racism. They made specific reference to the gendered nature of racism. They have signed against promises to address trafficking, forced migration, refugee issues, to apologise for slavery, to acknowledge indigenous issues, to take measures to make preparations; to provide means. They have made specific reference to women and girl children. (See the documents on www.unhchr.ch/html/racism/ The documents are as strong or as weak as the NGOs, who choose to use them. There are few if any, governments in the world who will implement the commitments they have made if they are not pushed by civil society to do so. Sadly we know that some countries will never even try, no matter how hard they are pushed. So of what value was the WCAR and was the hard work done by the Women's Caucus worth it? What is the significance of this for women in developing countries? Yes, it most certainly was, and it was incredibly significant. For the first time at an international level, multiple forms of racial an racially related discrimination and the close links between these were identified. Most importantly it acknowledged that these impact more heavily on women than on men (are we surprised ). The debate has started, issues are on the table, people have a deeper understanding of the issues. We will not go backwards. We now have a document, which starts to address these problems. Yes, it is weak in many places, and important issues such as colonisation and caste were excluded by the nations of the North, but at least we have something with which to lobby our governments. We have a beginning, we know what is missing and why -- we heard their arguments and we will be better prepared next time. Conferences such as the WCAR , while claiming the world's attention for short periods of time, are just part of a bigger and longer process. If we look at them as one off events, it is easy to become discouraged. If we look at them as the beginning of the next stage of our fight for a more fair and just world, then they are important stepping stones. Women from around the world worked hard at this conference. Their persistence, their lobbying their willingness to stay up night after night has meant that we have a document which includes major steps forward for women.
