The appointment is effective immediately. In making the announcement, P. In addition to serving as publisher, Ms. Birge, 54, will also assume direct responsibility for the advertising department at The Times-News and will be involved in the database marketing effort for both The Times-News and The Herald-Journal in Spartanburg, S.C. Ms. Birge joined The New York Times Regional Newspaper Group in 1986 and has served in various capacities within the advertising department at The Ledger. In addition to leading The Ledger's database marketing effort, Ms. Birge was also responsible for The Ledger's commercial printing enterprise. Ms. Birge graduated from Indiana University Indiana University, main campus at Bloomington; state supported; coeducational; chartered 1820 as a seminary, opened 1824.
