Now new evidence has emerged that should amplify worries about Tehran's intentions. According to news accounts, the 9/11 commission's final report will say that the Iranian government failed to stamp the passports of several September 11 hijackers as they traveled through Iran to the United States (an Iranian stamp might have meant special scrutiny on entrance). The mullahs are evidently also doing their best to undermine the new Iraqi government: In early July, American and Iraqi forces captured two self-identified Iranian intelligence officers carrying explosives in Baghdad. (National Review Online's Michael Ledeen reported in June that Iraqi officials had apprehended eight Iranian intelligence officers in Najaf.) The question Bush critics are asking now--Did we invade the wrong country?--is frivolous. What we should be asking is, How can we stop the mullahs from further undermining American interests and international security by developing nuclear weapons, aiding terrorist groups, and carrying out terror attacks of their own? The time has come for the Bush administration to articulate a coherent strategy on Iran--which might start with encouraging the Iranian pro-democracy movement.
