The Army comptrollership program celebrates 50th anniversary; recruitment for Class of 2004 under way. (Professional Development).


The program began in 1952 in response to financial problems identified in World War II. In the ensuing en·sue

 50 years, over 1,300 military and civilian personnel have attended the program. Graduates have risen to the highest ranks of financial management in the DoD. The program provides graduates with the necessary financial skills to manage conflicts ranging from Vietnam to Desert Storm, major fluctuations in the size of the Defense budget, and management changes in order to make the DoD more efficient and business-like.

In addition to the academic curriculum, students participate in community service projects; they have received the Chancellor's Award for Public Service for the last three years. Students are also required to take and pass the Certified Defense Financial Manager examination.

HQDA HQDA Headquarters, Department of the Army  Assistant Secretary of the Army (Financial Management and Comptroller) and Syracuse University's School of Management and Maxwell School of Citizenship & Public Affairs have developed a new joint degree program to replace the current Army Comptrollership's Master of Business Administration Program.

The goal of the new program is to provide students with the essential tools of private and public sector business practices and with the ability to analyze and develop public policy. With the DoD's efforts to improve the efficiency and effectiveness of its business practices and processes, both skill sets are considered essential. The program will provide the educational skills for financial managers to assist the Army's leadership in making the hard resource decisions to transition the Army to a more efficient and effective organization. The new curriculum is a 60-credit-hour program that the students will complete in 14 months.

The School of Management's MBA program consists of the following courses: Economics, Data Analysis, Management Information Systems, Financial Accounting, Marketing Management, Strategic Human Resources The fancy word for "people." The human resources department within an organization, years ago known as the "personnel department," manages the administrative aspects of the employees. , Operations Management Operations management is an area of business that is concerned with the production of goods and services, and involves the responsibility of ensuring that business operations are efficient and effective. , Activity Based Costing/ Management, Business Strategy, Business Law, Entrepreneurship, and Comptrollership.

The Maxwell School's MAPA program consists of the following courses: MidCareer Seminar: Managerial Leadership, Dispute Resolution for Public Managers, National Security, Public Budgeting, Public Administration & Law, and a master's project.

In addition to the academic program, all students will receive training and will take the Certified Defense Financial Manager examination. Students will also be required to participate in 24 hours of community service.

The Honorable Sandra Pack, Assistant Secretary of the Army (Financial Management and Comptroller), approved the new program on January 28, 2002. The Army Comptrollership Class of 2003 began the new curriculum in June 2002. Army has also announced its formation of the Class of 2004.

The program is open to Army GS-11-GS-13 employees registered in the Comptroller Civilian Career Program and to employees in other career programs.
