Reading First, which was created under the No Child Left Behind Act The No Child Left Behind Act of 2001 (Public Law 107-110), commonly known as NCLB (IPA: /ˈnɪkəlbiː/), is a United States federal law that was passed in the House of Representatives on May 23, 2001 , provides about $1 billion a year in state grants to help raise reading achievement in the nation's neediest schools. The program requires state and local grant recipients to use "scientifically based" instructional methods and materials and to be able to demonstrate improvements in student achievement. Successful applicants for Reading First funding proved that they could deliver systematic instruction in the following five components necessary for learning to read well: phonemic awareness Phonemic Awareness is a subset of phonological awareness in which listeners are able to distinguish phonemes, the smallest units of sound that can differentiate meaning. For example, a listener with phonemic awareness can break the word "Cat" into three separate phonemes: /k/, /a/, , phonics, vocabulary development Vocabulary development is the process whereby speakers of language enhance their working vocabularies with new words. The average persons' vocabulary consists of 10,000 words, regardless of native tongue. Usually, this represents a mere fraction of the lexis of that language. , reading fluency and reading comprehension Reading comprehension can be defined as the level of understanding of a passage or text. For normal reading rates (around 200-220 words per minute) an acceptable level of comprehension is above 75%. strategies. The Waterford Early Reading Program aligns with these Reading First standards and integrates classroom-based assessments as also required by the initiative. In addition to the New York honor, Waterford Early Reading Program was recently selected by the U.S. Department of Education for a study on using technology to improve teaching and learning. The study, entitled "Evaluation of Educational Technology Interventions," will provide information for policymakers and educators on how educational technology can improve student achievement in reading and math, as well as on the conditions and practices under which the technologies are most effective.
