Bloomberg said, "The opening of this bridge is another significant sign of the reconstruction of Lower Manhattan. This 240 foot span will link Battery Park City to the rest of Downtown, increasing pedestrian traffic, enhancing convenience and stimulating economic activity."

The attacks destroyed a pedestrian bridge across Route 9A near Vesey Street and partially destroyed one at Liberty Street, which has since reopened. Due to these losses and restrictions in the area directly surrounding the World Trade Center site, pedestrian access across Route 9A had become limited.

To address this problem, NYSDOT NYSDOT New York State Department of Transportation  has joined forces with the Battery Park City Authority to help provide a safe way for residents, commuters and visitors to get across West Street.

NYSDOT Commissioner Joseph H. Boardman said, "It is my privilege to be able to stand by our partners at the Battery Park City Authority and the City of New York to help this great city rebuild. I am proud that our department played a key role in establishing access for Battery Park City to Lower Manhattan so quickly. We also remain committed to restoring the infrastructure and surrounding neighborhoods in order to aid in revitalizing the community at large."

James F. Gill, Chairman of the Hugh L. Carey Battery Park City Authority, said, "Today we mark another important step forward for Battery Park City and our downtown community. I want to thank Governor Pataki and Mayor Bloomberg for their leadership and determination to rebuild and restore the downtown area as swiftly as possible. This new pedestrian bridge will provide safe passage and a shorter route between the N, R, 4 and 5 trains for people who live, work and visit in Battery Park City.
