 systems to provide essential services to the Subic Bay Freeport Zone Subic Bay Freeport (SBF) is the Philippines' first successful military base conversion through volunteerism into a a tax and duty free zone like Hong Kong or Singapore operated and managed by the Subic Bay Metropolitan Authority or SBMA. It covers the fenced area of the former U.S.  including security, emergency response, voice/data/video communications, financial systems, education and state-of-the-art Information Technology (IT) applications.

The goal of the Subic Cybercity project is to create an advanced IT infrastructure for a completely integrated city that will provide residents, enterprises and organizations with the latest in technology. The project includes a telecommunications network infrastructure and systems solutions for trade, office automation, inventory/proc-urement, facilities management and tourism.

The Subic Bay Metropolitan Authority was established in 1992 and charged with developing the Subic Bay Freeport Zone into a self-sustaining industrial, commercial, financial and investment, and tourist center. As a result of the innovative and applied efforts of a dedicated group of SBMA associates and their leader, Chairman Richard Gordon, the Subic Bay Freeport has become a model for the successful transformation of a former U.S. Navy base into a viable and dynamic economic zone. The 12 person Telos Cybercity team will manage the project in Subic Bay with the active involvement of SBMA and partnerships with IT industry leaders such as Sun Microsystems, Compaq, AT&T, Alcatel, Oracle, Lotus, Microsoft, Cisco, Cabletron and others. "We welcome Telos to the Subic Cybercity project as the 'Master Systems Integrator' and anticipate a relationship that will be pivotal in building our technology infrastructure and preparing us to assume a leadership role in the region's information-based economy," stated Chairman Gordon. "Certainly a critical element of our mutual success will be an effective plan for technology transfer of strategic business capabilities along with the expertise to develop and manage complex and integrated systems."
