Telecommunications Convergence Growing in Federal Government.

The study, titled "Convergence: Telecommunications in the Federal Government," concluded that cost benefits derived from convergence in conjunction with the evolving Electronic Government initiatives will drive a steady increase in convergence implementations among federal agencies.

"The effects of budgetary constraints and e-enablement are being felt throughout the federal government," said Joanne Connelly, FSI's Vice President for Consulting. "Federal agencies have a mandate to improve the telecommunications infrastructure to support the digital government of the 21st century. Never before have we seen a government so motivated to find value in the taxpayer's dollar. Through the use of technology solutions such as voice over IP and multimedia, federal agencies have the opportunity to make government more effective and efficient than ever before."

The report projects that the federal telecommunications convergence market will hit $1.5 billion in government fiscal year 2009, expanding from just $19.5 million in FY 2000. The overall market figures are based on the analysis of individual market segments including products, transport services The collective functions of layers 1 through 4 of the OSI model.  and four components of telecommunications convergence professional services (job) professional services - A department of a supplier providing consultancy and programming manpower for the supplier's products. : design/consulting services, systems integration/deployment services, training services, and sustainment services.

The study identifies the impact of legislative efforts, such as the Government Performance and Results Act The Government Performance and Results Act (GPRA) is a US Law enacted in 1993. It is one of a series of laws designed to improve government project management. The GPRA requires agencies to engage in project management tasks such as setting goals, measuring results, and reporting  of 1993, and government wide initiatives, such as electronic government, as the primary drivers of the growth of telecommunication convergence solutions in the federal government. Increasing emphasis on elimination of paper and budgetary pressures are also contributing factors.
