 Tax Incentive Program, 421-A and 421-B Partial Real Estate Tax Exemption tax exemption, immunity from the requirement of paying taxes. Federal, state, and usually local law provide exemption from taxation for a wide variety of organizations, usually not-for-profit, such as churches, colleges, universities, health care providers, various  programs, and the J-51 Tax Exemption/Abatement Programs.

The ICIP Program encourages new construction or modernization modernization

Transformation of a society from a rural and agrarian condition to a secular, urban, and industrial one. It is closely linked with industrialization. As societies modernize, the individual becomes increasingly important, gradually replacing the family,
 of commercial and industrial buildings by providing partial tax exemptions/abatements to eligible projects.

ICIP provides for partial real estate exemptions on eligible industrial or commercial buildings that are constructed, modernized mod·ern·ize

To accept or adopt modern ways, ideas, or style.
, rehabilitated, expanded or otherwise physically improved. Exemptions/abatements range from fifteen to twenty-five years. A preliminary application for these exemptions must be filed prior to obtaining the first construction permit.

The J-51 Program, is a New York City Tax exemption and abatement program that, depending on the project involved, provides recipients with six to thirty four years of benefits for rehabilitating or performing major capital improvements on residential properties and conversions of nonresidential properties to residential. Buildings must contain three or more apartments that are rent stabilized, rent controlled or are cooperatives or condominiums.

The 421-A Program is for newly con strutted multiple dwellings where construction must be completed prior to December 31, 2007.

The 421-A Program is a NYC Partial Real Estate Tax Exemption Program. It is available to owners and builders of new residential or mixed-use structures containing three or more dwelling units in buildings expected to be operated as rentals or condominiums. The benefit period ranges from Ten, Fifteen, Twenty five years depending on the property location. Applications must be filed after the start of construction and prior to obtaining a Certificate of Occupancy A document issued by a local building or Zoning authority to the owner of premises attesting that the premises have been built and maintained according to the provisions of building or zoning ordinances, such as those that govern the number of fire exits or the safety of .

A property does not qualify for this program if a Certificate of Occupancy has been issued or, if there are tenants in occupancy before an application has been filed.

The 421-B Program is a NYC Partial Real Estate Tax Exemption Program that applies to new construction and/or rehabilitation rehabilitation: see physical therapy.  of One and Two Family Residential Homes (private dwellings). The premises must be owner occupied-residential use only. The duration of the benefit is eight years on a declining scale basis. New Construction or Renovation must be completed within a Two-year period.

The 421-B application must be filed within 90 days of start of construction/reconstruction date or prior to obtaining a Certificate of Occupancy.
