An official of a bureaucracy. 2. An official who is rigidly devoted to the details of administrative procedure. bu jungle. That individual is Annabella Mejia, whose title has changed from time to time but whose role is essentially executive secretary to the Secretary of the Treasury. That is why Washington insiders were surprised when incoming Treasury Secretary John Snow brought in his own personal staff in lieu of Instead of; in place of; in substitution of. It does not mean in addition to. the continuity of the long-time secretarial support team. The same insiders did not fail to notice that another long-time Washington hand with a keen eye for talent quickly snapped up Ms. Mejia to help out in his personal office. That individual: Federal Reserve Chairman Alan Greenspan Alan Greenspan Dr. Greenspan is Chairman of the Board of Governors of the Federal Reserve System. Dr. Greenspan also serves as Chairman of the Federal Open Market Committee (FOMC), the Fed's principal monetary policymaking body. . Never let it be said that the wily Fed Chairman fails to respond to each and every opportunity.
