TWO PANELS FORMED BY MAYOR HAHN HARBOR RESIDENTS VOICE COMPLAINTS.

 is not the only seat of protest, Wilmington residents said they are burdened by decisions made outside their area, which they believe does not receive a fair share of services and facilities for their city tax dollars.

``You want to know why people are upset? It's because we have to fight so hard for our fair share,'' said the burly Muratalla, with his ponytail swaying as he talked to the council in its first meeting outside of City Hall in more than a year.

He was not alone in his sentiments.

Cathy Fleming, another longtime Wilmington resident, said she opposes secession but voiced frustration that council members had never previously met in Wilmington.

``I think it's important for them to come down here and see how we live and what we have to live with,'' Fleming said. ``Too often, I think they think the world ends at downtown and don't realize how their decisions affect us.''

Janice Hahn, the mayor's sister, is the councilwoman who represents Wilmington, and she said new members of the council are trying to redirect city services and hoping neighborhood councils will help.

``Today we created the first two neighborhood councils in Wilmington and San Pedro,'' she said. ``We need to use these to make government change and bring it closer to the people.''

Before the meeting, the mayor proclaimed it Wilmington Day and certified the two neighborhood councils at a ceremony with 40 department heads on hand.

``This brings city government to the people,'' Mayor Hahn said. ``This represents a new era in city government where you will send a clear message to City Hall telling us what you want.''
