TUNISIA - The Domestic Energy Market.


Tunisia's total energy demand in 2000 is expected to reach 6.7m t/yoe, up by about 5.6% from 1999. In 1999 it rose 5.5% from 1998 to about 6m t/yoe, compared to 5.709m t/yoe in 1997. The share of oil of total energy use fell from 61.7% in 1997 to 59% in 1999 when it reached 3.734.7m t/y T/Y Thank You

The share of oil in 2000 is to fall to 58% in favour of natural gas. Gradual increases in domestic oil prices will bring its share of total energy further down in the coming years. This trend reflects a rise in gas consumption and a fall in oil reserves Oil reserves refer to portions of oil in place that are claimed to be recoverable under economic constraints.

Oil in the ground is not a "reserve" unless it is claimed to be economically recoverable, since as the oil is extracted, the cost of recovery increases incrementally
. Tunisia has a moderate population growth rate of 1.6%, so demand pressure for oil is not likely to surge. New power generation capacity would be based mainly on natural gas.

Oil marketing and distribution in Tunisia is done mainly by the state-owned Societe Nationale de Distribution des Petroles (SNDP SNDP Sustainable Development Networking Programme

), which is part of the Industry Ministry's Entreprise Tunisienne d'Activites Petrolieres Entreprise Tunisienne d'Activités Pétrolières (ETAP) is a state-owned industrial and commercial company in Tunisia directly in charge of the petroleum sector as well as the state's partnerships with foreign exploration and production operators.  (ETAP eTAP Electronic Teaching Assistance Program

). SNDP is to be privatised eventually (see DT No. 14). SNDP sells aviation fuel out of five airports, receiving technical help from AgipPetroli of Italy's ENI group. It has 170 retail stations and holds over 47% of the refined products market. SNDP was created in 1975 out of Agip Tunisia, which was 50% owned by ENI. Other domestic distributors include TotalFinaElf with a share of over 17%, Shell which has a 15.8% market share, and Esso (part of ExxonMobil) with a 13.5% share. Another marketer is Societe Tunisienne des Petroles et du Gaz (STPG STPG Standard Temperature & Pressure - Gauge
STPG Scientific and Technical Planning Group (GTOS) 
), in which TotalFinaElf has a 67% stake.

Demand for natural gas in 2000 is expected to reach almost 2.75m t/yoe and consumption would account for 41% of total energy use. This compares with 40% of total energy in 1999, when the country consumed con·sume

The share of natural gas in total energy has risen from 25.4% in 1988 to 39.2% in 1998 and 40% in 1999. This has made Tunisia the second biggest market for natural gas in the Mediterranean, next to Algeria, in terms of the share of gas in total primary energy use. In 1998, for example, the highest share of gas in total primary energy use was in Algeria, 67.4%, the third highest was in Libya (30.6%). This was followed by Italy (30.3%), Egypt (27.6%), ex-Yugoslavia (17.4%), Syria (14.1%), France (13.9%) and Turkey 13.7%). The average gas market share for the Mediterranean in 1998 was 19.1%).
