Boeing Co., which owns the lab, is required to drill monitoring wells around the lab and take samples to see whether perchlorate has moved off-site. The company maintains that the chemical isn't leaving its property because it is soaked up and trapped in the porous bedrock beneath the surface, but regulators say Boeing has yet to prove that theory. ``Really, the question is: How much of it is being held up in the rock and how much is getting through,'' said Raymond Leclerc, a senior hazardous-substances engineer with the state Department of Toxic Substances Control.
