TODD STILL LOSING IN HART RECOUNT MIDWAY THROUGH EFFORT, STANDINGS UNCHANGED.

 District race, candidate M. Teresa Todd still trailed Gloria Mercado on Tuesday with more than half the polling places tallied.

With ballots counted from at least 35 of the 61 polling sites, Todd remained 17 votes behind Mercado - a gap unchanged from the official canvassing results posted Nov. 24, said Grace Chavez, a county registrar-recorder spokeswoman. Both candidates gained 11 votes since the recount began Monday.
