TIPOFF EAA MEMBERS AWAIT DETAILS OF THEIR GIFT: A NEW 3-YEAR CONTRACT.

It was designed to be a Christmas gift to members of the Engineers and Architects Association, but the heightened expectations raised during the past year of tough talk might leave many members feeling shortchanged.

There has been a flurry of phone calls and e-mail exchanges among EAA EAA Experimental Aircraft Association
EAA European Aluminium Association (Brussels, Belgium)
EAA European Acoustics Association
EAA Export Administration Act
EAA Everglades Agricultural Area
EAA European Association of Archaeologists
 members -- an estimated 7,400 dues-paying members and 2,600 others who are covered by the contract -- trying to figure out exactly what they are getting.

The basic proposal calls for the union members to sign off on the past contract -- which caused so much anger with its first year of having no raise -- and sign on to a new three-year contract that will raise their pay by 3percent a year.

Union officials have refused to discuss specifics, saying only that members will receive a packet this week spelling out the offer.

City officials also have been quiet, refusing to release details, out of fear they would jinx jinx

Members of the union are beginning to grumble that they want more than just a salary increase and a promise to look at pay disparities with the Department of Water and Power.

Those familiar with the package said there are some other incentives that they hope will serve to win over a majority of the vote.

Padilla was named a member of the Senate Rules Committee -- considered the most powerful because of its role in assigning legislation -- but he was shut out of any committee chairmanships.

Perata had 22 committee chairs and four subcommittee chairs to allocate. There are 25 Democrats in the Senate.

Rather than awarding Padilla one of those plum assignments, Perata granted two slots to Republicans and gave multiple chairmanships to four veteran Democrats.

It's worth noting that it is not unusual for the Democratic pro tem [Latin, For the time being.] An abbreviation used for pro tempore, Latin for "temporary or provisional."

It's also worth noting that Padilla wasn't alone among Democrats in being denied a leadership post. There were four others who also did not get chairs. (In fact, four out of the five denied chairmanships were all legislators from L.A.)

Well, they've gotten a lot more sophisticated -- and a lot more controlling -- in how information is given out by the office.

An internal three-page memo made its way to Laobserved.com last week, telling employees in the office that they had to clear all media conversations through the communications office.

``It is essential that no one ... have any substantive communications (on or off the record) with a member of the media without first clearing such communications with the Communications Department,'' the memo said.

``If you are approached by a member of the press seeking information, you should refer the reporter to the appropriate contact person or seek approval from the Communications Department.''
