A SWELL TIME: What do you get when you mix classic beach elements -- sun, sand and surf -- with some of the hottest celebs and stars in town, including Lindsay Lohan, Matthew Perry, Woody Harrelson, Jeremy Piven, Kristin Cavalleri, Shannon Elizabeth, Simon Rex and Nick Stahl?

Answer -- one of the hottest Fourth of July parties in town, this one hosted by Smashbox Cosmetics founders Davis and Dean Factor at a private home on Malibu's exclusive Carbon Beach, where they served up an all-American barbecue with mini burgers, kebobs and hot dogs.

Their Smashbox Cares foundation teamed up with Surfers Healing, a surf camp for children with autism, and an auction for the good cause was held, with prizes including a pro-surfer designed/celebrity-signed surfboard, surf lessons from a pro, and an opportunity to be a part of a Surfers Healing camp.

To make sure the always-in-need-of-pampering celebs were suitably indulged, Fred Segal Beauty's mobile team provided beauty and spa services, including manicures and massages. Plus, the Smashbox Cosmetics lounge handed out their Call Time Refresher Sprays and a Tinted Treatment Lipstick to protect lips all day long (although some of the abundant cleavage on display looked more in need).

Despite hundreds of beautiful girls in bikinis and hot young rockers The Bones Royal (who were dressed for the Sunset Strip club scene, not the beach) making the scene, the center of attention all day long was Lohan. Wearing a leopard-skin bikini under a flowing white shirt and hiding behind enormous sunglasses, the star partied on the beach with friends while paparazzi tracked her every move.

In the end, the poor girl took refuge in the house where (with everyone else) she watched a grand fireworks display at dusk. As the night wore on, two fire pits on the beach kept dancing partygoers toasty and helped illuminate a fire performer who worked her magic on the mesmerized crowd.

Maybe not what the Founding Fathers had in mind, but a great independence celebration nonetheless.

LET'S GET SMALL: Who knew that ``Little Man'' was going to be the funniest movie of the summer so far? The Wayans family definitely did, as they turned out in force for the Thursday night premiere of the comedy in Westwood.

Starring brothers Shawn and Marlon, directed by big bro Keenen and written by the trio, ``Little Man'' is a nutty flick about a midget ex-con who steals a huge diamond and then pretends to be a toddler to hide out from the cops.

Sounds lame, we know, but consider the source. It's one we all love, no matter how jaded.

``We based it on every cartoon we ever saw as kids,'' Keenen Ivory Wayans explained gleefully, surrounded by his own passel of children, most of which are actually too young for the PG-13 rating of the flick. But ``Little Man'' isn't a filthy jokefest like the trio's previous ``Scary Movie''; instead, it's a family satire of the first order.

Marlon, whose face is superimposed on a little person's body throughout the movie, looked sharp in his light summer suit and newsboy cap, as did Shawn in dark jacket and jeans. After the screening, sister Kim and brother Damon joined the film's other stars -- Kerry Washington, Tracy Morgan, John Witherspoon, Brittany Daniel -- as well as Earvin ``Magic'' Johnson, Snoop Dogg, Tisha Campbell, Kristy Swanson and Greg Evigan in the jammed lobby of the Mann National theater, all eagerly congratulating the guys on the laughfest they had just witnessed.

Oddly enough, the studio (Columbia) didn't bother to have an after-

party to celebrate the Wayans' triumph; instead, that extended ``Little Man'' family loaded into black Hummers and drove off into the night, content in the knowledge that party or not, they all had something to celebrate. ``Little Man'' opens Friday.
