Tim Allen's farewell was easily last week's most-watched program. Much to ABC's surprise and delight, it was the fourth-highest-rated series finale

``Home Improvement'' drew an estimated 35.5 million viewers, Nielsen Media Research said Wednesday. The final episode of NBC's ``Mad About You'' was fourth for the week with nearly 20 million viewers.

The finale of Fox's ``Melrose Place'' had a more lackluster showing, finishing in 37th place for the week.

Only one show - ``Frasier'' - from NBC's normally powerful Thursday night lineup made Nielsen's top 10 for the week. All were repeats as the long summer rerun re·run
