``Outages will happen. We can't guarantee 100 percent power,'' said Ramon Abueg, Glendale's electrical services Electrical service, in building wiring, refers to the wiring that connects the electric utility's cables in the street to the building. About one-third of the city lost electricity March 8, when an animal sparked a transformer fire at a power plant, officials said.

And on Feb. 17, 2004, 1,200 GWP customers lost electricity for about two hours after a squirrel squirrel, name for small or medium-sized rodents of the family Sciuridae, found throughout the world except in Australia, Madagascar, and the polar regions; it is applied especially to the tree-living species.  chewed through a power line in Montrose. Abueg said the city experiences seven to 10 outages - usually minor - during a typical month.

``We haven't seen any trends or a particular cause, but it's always a concern,'' he said.
