TEXAS EASTERN TRANSMISSION CORPORATION FILES REVISED ORDER 636 COMPLIANCE TARIFF

HOUSTON, Feb. 2 /PRNewswire/ -- Texas Eastern Transmission Corporation (TETCO) today filed its revised Order 636 compliance tariff reflecting the modifications and clarifications required by the Federal Energy Regulatory Commission's (FERC) Jan. 13 order.
"We believe that the changes in our current filing will bring Texas Eastern into full compliance with Order 636, and that we will be ready to implement our new services on April 1," said George Mazanec, president.
In the current filing, TETCO has:
-- provided for the assignment of all upstream capacity as required by the FERC's Jan. 13 order,
-- shortened the time required for a customer to release capacity to a third party pursuant to the capacity release program,
-- proposed a transition cost recovery mechanism consistent with the requirements of the Jan. 13 order, and
-- proposed a new market balancing aggregation service (Rate Schedule MBA) for market deliveries, as suggested by FERC, which is patterned after TETCO's Rate Schedule TABS-1.
In light of the recommendation of a number of parties including the Ad Hoc Group of Power Generators, TETCO has elected not to implement at this time the $25 per decatherm overrun penalty that FERC has allowed.
The company also has indicated that its customers should confirm or revise their prior Order 636 service selections by 1 p.m. EST Feb. 16. This deadline applies to requests for transportation capacity assignments on the Texas Gas Transmission Corporation, Panhandle Eastern Pipe Line Company and Trunkline Gas Company pipelines.
The company intends to complete the evaluation of any request for assignment of upstream capacity by March 1 to be effective April 1. If any upstream capacity has not been assigned by March 1, TETCO will give contract termination notice to all upstream pipelines whose capacity is not assigned, ending those contracts at the earliest date permitted and minimizing transition costs. Costs associated with remaining upstream pipeline contracts will become transition costs recoverable in rates pursuant to appropriate filings to be made by TETCO.
Through its TESERV merchant division, TETCO has notified existing sales customers, calling for finalization of their prior merchant functions elections. TETCO's offer to assign gas supply contracts in order to minimize transition costs and related data room operations are continuing.
Panhandle Eastern Corporation operates one of the nation's largest interstate natural gas pipeline systems, provides natural gas to the Midwest and Northeast markets.
