Daily News Staff Writer For years the city used a portion of a 235-acre west-end tract as a sludge dumping ground. Now they are enthusiastic about a local development's sensory-friendly plans to lease the land for a golfing complex that could open in the fall of 1999. ``It appears to be a very good proposal for the public in Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. ,'' said Mike Sedell, city manager. ``It's a golf course on land that is owned by the city and could not be used for any other use. Golden Tee Inc. wants to construct the Arroyo Simi Golf Club, to consist of an 18-hole course, a nine-hole course, an 18-hole putting course, a driving range and a three-hole practice facility on land south of the Arroyo Simi. The company would have to construct a bridge that crosses the river, allowing access to the complex from West Los Angeles
Golden Tee has offered to rent the land for $250,000 the first year after the course is complete, $300,000 the second year and a minimum of $300,000 or 10 percent of the greens fees and 5 percent of food, beverage and golf shop sales - whichever is larger - for the third year. The City Council today is expected authorize Sedell's staff to negotiate a final leasing agreement, contingent upon receipt of all necessary permits. The council's final vote on the lease is expected in October. The money would be earmarked for the city's general fund. ``It will provide a revenue stream for police and other public services in this community,'' Sedell said.
