TEE TIME; SLUDGE DUMP MAY BECOME GOLF COMPLEX.

For years the city used a portion of a 235-acre west-end tract as a sludge dumping ground.

Now they are enthusiastic about a local development's sensory-friendly plans to lease the land for a golfing complex that could open in the fall of 1999.

``It appears to be a very good proposal for the public in Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. ,'' said Mike Sedell, city manager. ``It's a golf course on land that is owned by the city and could not be used for any other use. I think the council understands the benefits. This is one of those win-win situations for the taxpayers of Simi Valley.''

Golden Tee Inc. wants to construct the Arroyo Simi Golf Club, to consist of an 18-hole course, a nine-hole course, an 18-hole putting course, a driving range and a three-hole practice facility on land south of the Arroyo Simi.

Golden Tee has offered to rent the land for $250,000 the first year after the course is complete, $300,000 the second year and a minimum of $300,000 or 10 percent of the greens fees and 5 percent of food, beverage and golf shop sales - whichever is larger - for the third year.

The City Council today is expected authorize Sedell's staff to negotiate a final leasing agreement, contingent upon receipt of all necessary permits. The council's final vote on the lease is expected in October.

The money would be earmarked for the city's general fund.

``It will provide a revenue stream for police and other public services in this community,'' Sedell said.

Project costs were not known as Golden Tree President Paul Amann could not be reached for comment.

Simi Valley currently offers a private 18-hole golf course as well as nine- and 18-hole courses open to the public.

Two other 18-hole courses are in the planning stages.

``We could only add so many nutrients to the soil,'' Buell said.

From 1990 through 1994, the city transported the sludge to its landfill at a cost of $150,000 a year.
