TE21 Selects TrainingServer to Launch New E-learning Site for the North Carolina Department of Public Instruction.

Business Editors/Hi-Tech Writers

BALTIMORE--(BUSINESS WIRE)--Sept. 5, 2000

TrainingServer partners with TE21 to create learning portal for North

Carolina teachers and other public school employees on B2B Learning

Network

TrainingServer Inc., a worldwide leader in e-learning management solutions, today announced a new B2B Learning Network(TM) site affiliation with Training and Education in the 21st Century (TE21).

TE21 selected TrainingServer's(R) Learning Management System (LMS) and the B2B Learning Network to serve as the foundation of a new learning portal, NCwin (North Carolina Web instruction network), designed for the North Carolina Department of Public Instruction (NCDPI).

NCwin offers online courses, learning resources and collaboration opportunities for teachers and other public school employees throughout the state of North Carolina. More than 86,000 teachers and other public school personnel will have access to the entire TE21 courseware library consisting of over 120 titles from Learn2.com and more than 30 courses from NETg.

The Web-based training curricula include programs on using Windows, the Internet and Microsoft Office as well as several other popular PC software applications. For information technology (IT) staff, NCwin offers suites of courses on networking and programming topics together with instruction designed to prepare for professional certification examinations.

The main focus of the NCwin site, powered by TrainingServer, is to provide training opportunities to help educators meet requirements for license renewal defined in the "North Carolina Technology Competencies for Educators." NCwin includes a broad array of courses to help improve the teaching and learning process for North Carolina schools.

Learners connect to NCwin from an existing NCDPI site, www.ncwiseowl.org, which provides curriculum-based, content-rich Internet resources for North Carolina's students, teachers and parents. The NC Wise Owl site offers a variety of carefully evaluated free, NCDPI-developed, subscription resources and now, with NCwin, online professional development opportunities for educators.

From NC Wise Owl, learners link to the NCwin learning portal where they can enroll in the NCwin Comprehensive Library of more than 120 courses and other programs. The site includes an e-commerce system that allows individuals and groups to electronically enroll in courses on an annual subscription basis.

As part of its agreement with NCDPI, TE21 is developing a competency and skills analysis feature that allows educators to select specific NCwin courses to meet their individual training needs. NCDPI and TE21 are also preparing special educator-oriented practice exercises to be used by North Carolina teachers and other public school employees as they progress through the courses.

"NCDPI and TE21 were primarily concerned with finding a network that would allow for the distribution of multiple vendors' courseware over the Internet, and the challenge was how to do that efficiently and effectively," said Dick Lozeau, chief learning officer of TrainingServer. "TrainingServer was able to meet that challenge by providing the platform of the B2B Learning Network and the embedded technology of the TrainingServer LMS. The result is a site where NCDPI, TE21 and North Carolina can lead the way for improving state education by empowering educators with online access to valuable learning content and resources," said Lozeau.

"From the beginning, the goal of the North Carolina Department of Public Instruction and TE21 was to make NCwin the benchmark online learning solution for educators. We feel very strongly that we have accomplished our mission," said Dr. Jim Hanlin, president of TE21. "This is the first site to offer learning resources to educators state-wide, and we plan to present NCwin as a model for other states interested in developing a Web-based learning solution for teachers. We truly believe that NCwin is going to significantly contribute to the achievement of North Carolina's goal to make its public schools 'First in America by 2010.'"

"After NCDPI compared the technology and services of several e-learning companies, we found TE21's solution that combined TrainingServer's B2B Learning Network and excellent instructional content and engaging courseware to be the best match for our needs," said Frances Bradburn, director of instructional technology for NCDPI. "We are very excited about NCwin and the power it gives public school system teachers and staff to educate themselves through a cost-effective and time saving medium."

About the B2B Learning Network

Powered by the TrainingServer(R) Learning Management System (LMS), the B2B Learning Network is an e-learning cooperative marketplace that gives enterprises the power to generate e-commerce revenues through the sale of learning resources over branded sites on the Internet.

Branded Web sites, called site affiliates, can provide proprietary learning content or choose from a wide variety of training courses available through the B2B Learning Network master course catalog. Content is made available through strategic partnerships with content providers for resale over the network.

TrainingServer provides all hosting, HTML coding and framework needed for e-commerce transactions, making it possible to market products without the high costs and risks associated with developing and maintaining an e-commerce site. The autonomous learning communities may be comprised of customers, associated organizations, professional colleagues or employers.

About the North Carolina Department of Public Instruction

The North Carolina Department of Public Instruction, Instructional Technologies Division, has reviewed and evaluated resources for educators since 1968. NCwin is part of a larger NCDPI initiative, NC Wise Owl, which addresses many of the equity and content issues of Internet access in the state's public schools.

NC Wise Owl offers curriculum-based, content-rich Internet resources for North Carolina's students, teachers and parents. The Web site offers a variety of carefully evaluated free, NCDPI-developed and subscription resources and now, with NCwin, online professional development opportunities for educators and others.
