Standards-based Gateway Mobile Location Center (GMLC) Added to

TCS' Xypoint Location Platform

TeleCommunication Systems, Inc. (TCS) (Nasdaq:TSYS), a key architect of wireless location and messaging software, announced the availability of a Global Systems for Mobile Communications (GSM) standards-based Xypoint(R) Location Platform that will enable mobile operators to deploy location-based services to their subscribers.

In TCS' quarterly earnings report, the company announced that it had signed its first contract with a major international mobile carrier for its 3G version of the Xypoint Location Platform.

The Xypoint Location Platform's Location Center consists of a location server and a Gateway Mobile Location Center (GMLC)/Mobile Positioning Center (MPC). The GMLC is based upon standards defined by the European Telecommunications Standards Institute (ETSI) and the 3rd Generation Partnership Project (3GPP).

The Xypoint Location Platform is designed to help mobile operators migrate location data services from existing systems to 3G networks. The platform's

location server provides the intelligence that enables mobile operators to optimize their network and offer more complex and relevant applications. Additionally, the Xypoint Location Platform helps mobile operators protect their subscribers' privacy via its Privacy Center and offer applications such as Instant Messaging via its Presence Center.

The Xypoint Location Platform is based on TCS' Voyager(TM) distributed architecture, which increases the reliability and scalability of the location network by enabling the mobile operator to isolate and repair problems or add capacity without disrupting service. Additionally, the architecture enables mobile operators to seamlessly integrate messaging applications and lower deployment costs because it uses standard, off-the-shelf Sun Netra servers as hardware for all computing elements.

The Xypoint Location Platform is currently used in the United States to provide wireless E9-1-1 location service on behalf of its mobile operator customers to more than 9 million subscribers. TCS has offered this technology as a hosted service since 1998 to enable United States wireless carriers to meet current Federal Communications Commission mandates while keeping investment costs low.
