 WHY:
 -- To release the latest state-by-state statistics showing the number of taxpayers checking off $1 on their 1040 tax forms for the Presidential Election Campaign Fund.
 -- To provide facts about the $1 checkoff for the 40 million Americans who will file their taxes between now and April 15. (Research shows that most Americans answer this first question on the tax form based on misconceptions about the presidential campaign fund.)
 -- To release the presidential candidates' latest submissions to the FEC for campaign matching funds.
 -- To provide a new estimate of money in the Presidential Election Campaign Fund to be spent in 1992 on primary campaign matching funds, the nominating conventions and the general election campaign.
 -- To discuss updated prospects for a possible shortfall this year in the Presidential Election Campaign Fund.
 -- To unveil the FEC's legislative recommendations addressing structural flaws in the present public funding system. Commission suggestions will focus on future funding shortages and the low threshold level at which candidates today can become eligible for public funds.
 B-roll will be available containing footage of tax forms being processed at an IRS office, the tax form and the $1 checkoff question, taxpayers filling out tax forms, 1992 campaign footage, TV public service announcements and a graphic showing how checkoff funds are used.
