TAPPING AGENCY'S EXPERTISE : FOREIGN VISITORS TOUR WATER TREATMENT PLANT.

Iskander Holmuradov traveled thousands of miles from his home in Uzbekistan, part of the former Soviet Union, only to end up in the same dry climate he left - but it's been the best part of the journey for the water expert who knows California's resource problems well.

For Holmuradov, that meant getting ideas about technology and education programs that will allow him to provide a reliable water source to residents of Buchara City, a dry region that, like Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, , relies on imported water from hundreds of miles away.

For the Las Virgenes water district staff, it meant showing off their top-quality facilities as part of a national program created in 1990 through the Freedom Support Act designed to help the Newly Independent States New·ly Independent States

The visit to the Calabasas water district, which buys water from the California Water Project but treats wastewater and recycles, provided Holmuradov with an abundance of ideas for conserving water and changing distribution.

Holmuradov observed other methods, as well. In Uzbekistan, water is transported to fields through canals rather than pipes, causing a good portion of the resource to be wasted. Holmuradov said he'd like to change that. He also would like to see more recycled water at home used to water fields, just as the Las Virgenes district does.

``I saw a very fine plan and implementation of water conservation here,'' Holmuradov said. ``Water is very expensive in Uzbekistan because it is such a limited resource.''

The 17 interns went through a competitive application process to participate in the program, which pays for the participants' airline flights, food, transportation and housing, said Liza Shields, international trade specialist for the U.S. Department of Commerce who organizes the program.
