An individual citizen with a vision successfully lobbied the House of Representatives to place a statue of Brigadier General Francis Marion Francis Marion (February 26 1732–February 27, 1795) was a lieutenant colonel in the Continental Army and later brigadier general in the South Carolina Militia during the American Revolutionary War.  in Marion Park, located in Washington, D.C.

On a trip to the nation's capital, John McCabe stumbled upon the little-known park named after Revolutionary War hero Francis Marion, native to his home state of South Carolina South Carolina, state of the SE United States. It is bordered by North Carolina (N), the Atlantic Ocean (SE), and Georgia (SW). Facts and Figures

. McCabe decided to make the park a point of pride for South Carolinians. He felt the existing small sign reading "renowned state senator," was an understatement.

So, with his own money, McCabe commissioned Camden, S.C., artist Robert Barinowski to sculpt sculpt

 a two-foot tall statue of his vision of Marion, known as the "Swamp Fox," in battle gear, reaching for his sword as he walked along swampland.

For a statue to be placed in any federal park in the District, approval must be met by Congress, the National Park Service, the District of Columbia District of Columbia, federal district (2000 pop. 572,059, a 5.7% decrease in population since the 1990 census), 69 sq mi (179 sq km), on the east bank of the Potomac River, coextensive with the city of Washington, D.C. (the capital of the United States).  planning commission and a battle monuments committee.

On July 24, the House of Representatives approved H.R. 5057, the Brigadier General Francis Marion Memorial Act, sponsored by Rep. Joe Wilson (R-S R-S Reed-Solomon
