Teachers College, examined the three hiring processes used by school boards: searches conducted by the board itself, by the intermediate agency (BOCES BOCES Board Of Cooperative Educational Services ) and by private-sector consultants. She found most boards relied on the intermediate agency followed closely by consultants. Moffett found a direct relationship between the type of search mechanism and the size of the applicant pool and the ratings of support for the process by superintendents and board members. The BOCES searches and external searches rated comparably, though their costs are quite different. The researcher recommended that BOCES superintendents may need training in how to conduct a quality search because many are new to their role.
