Fourteen articles by a diverse group of education reformers, academic researchers and school system officials deal with specific subpopulations involved in student mobility in the Winter 2003 issue of The Journal of Negro Education The Journal of Negro Education (JNE) is a refereed scholarly periodical founded at Howard University in 1932 to fill the need for a scholarly journal that would identify and define the problems that characterized the education of Black people in the United States and elsewhere, .

Included are five case studies on best practices for dealing with residential instability. The theme of this issue is "Student Mobility: How Some Children Get Left Behind."
