ULI-NNJ's research states that there are three types of challenges currently facing the development of parking structures: quantitative, financial and qualitative.

These challenges consist of political backlash, providing comprehensive parking systems and not simply parking spaces, transit-oriented design, and residential site improvement, among others. "Parking Matters" addresses the controversial issues of design and aesthetics, offering suggestions as to how to achieve community acceptance of garages while at the same time promoting the benefits of shared parking solutions that match specific development project conditions. The report also provides step-by-step instructions as to which funding tools should be used in constructing structured parking in downtowns, as well as recommendations for types of parking structures.

"'Parking Matters' is a valuable resource for developers, public officials and community groups alike," stated Linda P. Morgan, senior vice president of Cogswell Realty Group and co-chair of the Advisory Services advisory services
