Stretch of Columbia River to open to public.The Land and Water Conservation Fund The United States' Land and Water Conservation Fund (LWCF) is a Federal program that was established by Act of Congress in 1965. The Act designated that a portion of receipts from offshore oil and gas leases[1] (LWCF LWCF Land and Water Conservation Fund LWCF Lost Work Case Frequency (safety) ) granted $506,000 to the city of Kennewick, Wash., for improvements along the Columbia River, which would give the public access to 1.6 miles of the waterway. The money will be used to construct a meandering trail on top of a levee levee (lĕv`ē) [Fr.,=raised], embankment built along a river to prevent flooding by high water. Levees are the oldest and the most extensively used method of flood control. , landscaping and fixtures such as picnic tables, benches, trash receptacles, drinking fountains and interpretive signage. The proposed trail will link to the Sacagawea Heritage Trail, which links the downtown area of Kennewick with the river. The trail's construction will be made possible by a partnership with the Washington Interagency Committee for Outdoor Recreation, the City of Kennewick and the U.S. Army Corps of Engineers.
