Status change of Navy Capt. Michael "Scott" Speicher.On 11 October 2002, Secretary of the Navy (SECNAV SECNAV Secretary of the Navy ) Gordon England announced a revision to the status of Navy Capt. Michael "Scott" Speicher. Then a LCdr., he has been unaccounted for since his VFA-81 F/A-lB Hornet was shot down over Iraq on the opening night of Operation Desert Storm Noun 1. Operation Desert Storm - the United States and its allies defeated Iraq in a ground war that lasted 100 hours (1991) Gulf War, Persian Gulf War - a war fought between Iraq and a coalition led by the United States that freed Kuwait from Iraqi invaders; in 1991. Based in part on the significant status change made in 2001 from "Killed in Action" to "Missing in Action," SECNAV decided that the most appropriate category is "Missing-Captured." Note: On 29 October, President George W. Bush enacted the Persian Gulf War Persian Gulf War or Gulf War (1990–91) International conflict triggered by Iraq's invasion of Kuwait in August 1990. Though justified by Iraqi leader Saddam Hussein on grounds that Kuwait was historically part of Iraq, the invasion was presumed to be POW/MIA POW/MIA Prisoner Of War/Missing In Action Accountabilty Act of 2002, which aims to persuade foreign nationals to take the necessary and sometimes risky steps needed to return any surviving American POW/MIA from the Persian Gulf War by providing asylum to those who cooperate and their families. |
