To paint such an unfair picture misleads the citizens of Texas, public officials and the investment community, and demonstrates extremely poor judgment. Intrado trusts the public to make up its own mind about the dispute, so we have made all of the correspondence and legal filings related to this dispute -- Intrado's as well as CSEC's -- available on Intrado's website www.intrado.com/main/home/news/press/030215.jsp. The dispute between Intrado Inc. and CSEC is a billing dispute that concerns nonpayment of invoices for Phase I wireless 9-1-1 services provided by Intrado in the State of Texas. This is not an issue of quality or integrity with regard to Intrado's products or services. Rather, CSEC refuses to pay Intrado for services provided in the State of Texas -- payment to which Intrado is fairly, lawfully and contractually entitled. More importantly, this billing dispute will not impact public safety in Texas. CSEC's allegations aside, Intrado has never threatened to terminate 9-1-1 service to the people of Texas. To the contrary, in an affidavit filed with the Public Utilities Commission, Intrado publicly pledged not to discontinue service in any manner that would jeopardize the lives, safety, or property of Texas citizens. By all rights, Intrado could have discontinued service long ago, but Intrado continues to provide service, despite the fact that we have not received full payment from CSEC. CSEC is well aware of Intrado's pledge to continue to provide service for the foreseeable future so that any necessary transition of services to another provider, which may result from the legal dispute, occurs in an orderly and efficient manner. Yet, in an effort to divert attention away from its own culpability culpability (See: culpable) in the billing dispute, CSEC continues to portray the situation as an ongoing public safety crisis, and we believe that to not only be misleading but irresponsible to do so. Intrado continues to pursue all avenues -- legal included -- to remedy this situation. We value the good working relationships we have forged with the dedicated local public safety professionals in Texas, and we regret that a clumsy bureaucracy like CSEC continues to impede, rather than enhance, 9-1-1 provisioning in the state. Further, our operations in Texas are profitable, and but for CSEC's refusal to pay us for our services, we would have no reason to consider ending our contractual relationship with the state. We sincerely regret any anxiety or confusion that CSEC's misrepresentations may have caused the people of Texas.
