State subsidies may seal deal with cruise line.

Gov. Ted Kulongoski Theodore R. "Ted" Kulongoski (born November 5 1940, in rural Missouri[1]) is an American Democratic politician. Since 2003, he has served as the Governor of Oregon. He was re-elected in 2006.  is hoping to seal a deal with Royal Caribbean Cruises Ltd. by offering $1.25 million in subsidies, provided the cruise line A cruise line is a company that operates cruise ships. Cruise lines have a dual character; they are partly in the transportation business, and partly in the leisure entertainment business, a duality that carries down into the ships themselves, which have both a crew headed by the  builds a large reservations call center in Springfield and creates up to 1,000 jobs there.

The governor made the offer in an Oct. 4 letter released to The Register-Guard on Thursday in response to a public records request.

After scouting the West Coast for a site this spring, Miami-based Royal Caribbean zeroed in on Lane County and now appears to be firming up plans to build a 180,000-square-foot call center on 22 vacant acres in Springfield's Gateway area.

The governor's office has not yet received a response from Royal Caribbean, and the company's spokesman could not be reached for comment Thursday.

However, Eugene businesswoman Carolyn Chambers, who owns the 22 acres, confirmed Thursday that she has reached an agreement to sell the land to Royal Caribbean. She did not disclose the purchase price or other specifics. Chambers bought the land from the city for $5.4 million in September 2002.

Royal Caribbean officials have said they want to hire 230 employees at the Springfield center next fall, add 340 employees in 2006 and have a total of 1,000 workers in 2008.

The center's potential to create jobs and contribute to the economy makes it an important project for the state, said Marty Brantley, director of the state Economic and Community Development Department.

The jobs would pay an estimated hourly wage of $11 and offer benefits, he said.

In recent years, Oregon has seen a number of call centers come and go, swept by an industry trend of moving to lower-cost centers in southeast Asia Southeast Asia, region of Asia (1990 est. pop. 442,500,000), c.1,740,000 sq mi (4,506,600 sq km), bounded roughly by the Indian subcontinent on the west, China on the north, and the Pacific Ocean on the east. .

In the letter, Gov. Kulongoski offered the following incentives:

Support of Royal Caribbean's application for government training grants worth $400,000 once the call center is established in Oregon for at least 120 days and the company begins increasing hiring up to a total of 1,000 jobs.

The incentives offered by the governor would be in addition to three years of property tax waivers on the call center's building and equipment under Springfield's enterprise zone program.

"I don't think the incentives were the main reason they came here, but I think they were important to close the deal," Roberts said.

Royal Caribbean officials had wanted to break ground on the center by Nov. 1. It appears that they won't meet that deadline because they must wait for the public process to `vacate' - or eliminate as a public road - the section of Sports Way that runs through Royal Caribbean's site.

Roberts said he expected the application to vacate To annul, set aside, or render void; to surrender possession or occupancy.

The term vacate has two common usages in the law. With respect to real property, to vacate the premises means to give up possession of the property and leave the area totally devoid of contents.

Royal Caribbean's purchase of the land is contingent upon the vacation of the road, Roberts said.

However, Roberts said he didn't anticipate any problems in the process to vacate the road.
